Appraisal reviews "must find out whether the appraisal or evaluation is pertinent for the transaction, the risk of the transaction, and whether the processes by which the collateral valuation is acquired ensures independence and quality," the Federal Reserve says. In addition, they "should show whether the appraisal or evaluation report matches the letter of engagement, which describes the range of the appraisal assignment." The Federal Reserve also notes that "some financial institutions augment regular reviews with post-funding evaluations of appraisal quality for some of their high-liability or greater-value contracts as a means to assist in uncovering valuation dilemmas."
